Provider Incentives

MPRO staff and capabilities feature in-depth knowledge and hands-on experience with key provider and hospital incentive and alternate payment programs that are shaping the future of healthcare. Primary areas of expertise include CMS’s Physician Quality Reporting System (PQRS), outpatient quality reporting, inpatient quality reporting and the Hospital Value-based Purchasing Program. In addition, MPRO staff are up-to-date on the latest developments on the Medicare Access & CHIP Reauthorization Act of 2015 (MACRA), and the MACRA Quality Payment Program – the Merit-Based Incentive Payment System (MIPS), as well as Alternative Payment Models (APMs).

May Leonard, R.N., BSN, MSBA, CPHQ

​May Leonard is the senior vice president & chief operations officer and provides oversight and direction for the Centers for Medicare & Medicaid Services (CMS) work. She has extensive experience in healthcare quality improvement, care coordination, process redesign, culture change, contract compliance and managed care. Ms. Leonard also serves as a key MPRO contact to facilitate collaboration between local, regional and national partners and stakeholders.

Tesia Looper, MSA

Tesia Looper is the senior director of quality initiatives and works on the Centers for Medicare & Medicaid Services’ (CMS’) Reducing Hospital Readmissions, Increasing Quality Reporting and Transforming Clinical Practices initiatives. She also works on the Michigan Department of Health and Human Services (MDHHS) Cancer Control program.

Paige Pagano

Paige Pagano is a clinical quality consultant and works on the Centers for Medicare & Medicaid Services’ (CMS’) Increasing Diabetes Self-Management, Increasing Quality Reporting and Transforming Clinical Practices initiatives.

Elena Smith, MPH

Elena Smith is a clinical quality consultant and works on the Centers for Medicare & Medicaid Services’ (CMS’) Increasing Quality Reporting initiative.

Holly Standhardt

Holly Standhardt is the program manager for post-acute initiatives and works on the Centers for Medicare & Medicaid Services’ (CMS’) Increasing Quality Reporting initiative. HIPAA is an area of interest for her and she is an AHRQ’s TeamSTEPPS Master Trainer.

Areas of expertise: Meaningful Use, Physician Quality Reporting System and Value-based Modifier reporting for physician offices.
