Leland A. Babitch, M.D., MBA, President and CEO

Dr. Leland Babitch is MPRO's president and CEO with more than 20 years of healthcare experience. He has a diverse background in healthcare that includes a broad range of leadership positions encompassing clinical expertise, health information technology and healthcare quality improvement. Dr. Babitch also has extensive experience in strategic planning, analytics, critical decision making and organizational development and governance.

Frank Fox, MSF, BBA, Senior Vice President & Chief Administrative Officer

Frank Fox is the Chief Administrative Officer and manages MPRO's financial reporting, forecasting, planning and budgeting processes. His specific areas of expertise include auditing, budgeting, financial analysis, taxes, month-end closing and working with the Office of Management and Budget (OMB).

Charlene Kawchak-Belitsky, R.N., BSN, NHA, Senior Manager, IDR/IIDR

Charlene Kawchak-Belitsky is the director of Informal Dispute Resolution (IDR) services and leads the management of IDR services in all contracted states.

May Leonard, R.N., BSN, MSBA, CPHQ, Senior Vice President & Chief Operations Officer

Mabel Leonard is the Chief Operations Officer and has more than 25 years of experience in the healthcare industry and more than 15 years in project management, healthcare quality improvement, contract compliance monitoring, managed care and external quality review (EQR). Ms. Leonard has developed multiple projects using the quality improvement model/framework to enhance patient care.

Tesia Looper, MSA, Senior Director, Quality Initiatives

Tesia Looper is the senior director of quality initiatives and works on the Centers for Medicare & Medicaid Services’ (CMS’) Increasing Quality Reporting and Transforming Clinical Practices initiatives. She also works on the Michigan Department of Health and Human Services (MDHHS) Cancer Control program.

James Mitchiner, M.D., MPH, Medical Director

Dr. James Mitchiner is MPRO's medical director. He is responsible for the overall medical direction of MPRO’s quality improvement activities and medical review process. Dr. Mitchiner also provides medical supervision to Medicare clinical projects under the Centers for Medicare & Medicaid Services (CMS) contracts.

Susan Pasqualone, B.A., Director of Proposals and Communications

Susan Pasqualone, B.A., is the director of proposals and communications at MPRO and is responsible for leading all proposal writing and corporate communications initiatives for the company.

Melody Petrul, R.N., Director, Medical Review Services

Melody Petrul is the director of Medical Review Services and oversees MPRO’s Medicaid fee-for-service (FFS) review contract and all independent review services, including internal and external appeals, Informal Dispute Resolution (IDR) and Independent Informal Dispute Resolution (IIDR) services. Ms. Petrul ensures institutional compliance with federal and state regulations related to medical review activities. She also leads efforts for review staff education, physician credentialing, internal and external quality improvement and medical records management.

Michael Wagner, MSA, PMP, CPHIMS, Vice President & Chief Information Officer

Michael Wagner is the Chief Information Officer and is responsible for establishing IT standards and developing long-term strategies for IT consistent with MPRO’s goals and objectives. He oversees the daily operational activities of technology systems and provides technical assistance to departments and projects.

Amanda Weted, PHR, SHRM-CP, Vice President and Chief Human Resources Officer

Amanda Weted is the director of Human Resources and manages all functions and processes in the Human Resources department, including employee benefits and corporate policies and procedures. She also oversees legal requirements and governmental reporting regulations that affect human resources functions. Ms. Weted received her Master's in Human Resources and Labor Relations from Michigan State University.
