Introduction

MPRO and Governor Granholm continue to formally honor extraordinary hospitals that are active in quality improvement for adult care. Exceptional health care providers have the opportunity to be recognized with the Governor's Award for Improving Patient Safety and the Quality of Care in the Critical Access Hospital Setting.

The criteria for the Governor's Award for Improving Patient Safety and the Quality of Care in the Critical Access Hospital Setting are based on MPRO's Hospital Quality Improvement Projects. The 8SOW clinical projects measured in the awards have been designated as national health care priorities by the Centers for Medicare & Medicaid Services.

Recognition

Award recipients will be recognized at the Governor's Award ceremony. To promote the recipients' exceptional accomplishments, MPRO will launch a media campaign to announce the recipients as well as provide turn-key press kits to coordinate and enhance the recipients' media exposure. Articles about the award recipients will be sent to major newspapers, health-related newsletters and magazines. Award recipients will be also highlighted in MPRO's publications and Web site.

Highest Honors: 2007 Governor’s Recognition of Excellence

In addition to the Governor's Award of Excellence, Governor Granholm would like to use this opportunity to recognize the very top performing Michigan critical access hospitals in the areas related to the 2007 Governor’s Award. The following criteria will determine the recipients of the 2007 Governor’s Recognition of Excellence. The specific type of recognition received by the hospitals will be determined solely by Governor Granholm.

  1. Critical access hospitals which achieve the 2007 Governor’s Award of Excellence for Improving Patient Safety and the Quality of Care in the Critical Access Hospital Setting will be automatically considered for the 2007 Governor’s Recognition of Excellence in the area(s) they were awarded.
  2. The top performers in each award topic will receive special recognition from Governor Granholm.
    1. Clinical Performance Award
      1. Top 10 percentile of critical access hospitals with a rate of 90% or higher for each selected clinical topic at remeasurement.
    2. Medication Safety Award
      1. Top 10 percentile of critical access hospitals demonstrating the most improvement in the two core characteristics selected from the Institute of Safe Medication Practice (ISMP) survey findings.
    3. AMI Transfer Award
      1. Top 10 percentile of critical access hospitals demonstrating the most improvement in at least two performance measures. 
    4. Systems Improvement – Health Information Technology Award
      1. Critical access hospitals that achieve Level III (Advanced Recognition) for any two of the three Systems Improvement – Health Information Technology Awards (CPOE, Bar Code Enabled Point-of-Care, Telehealth/Telemedicine). 
    5. Electronic Medical Record (EMR) Award
      1. See specific criteria

State of Michigan Requirements

  1. Hospital must be in good standing with state licensing and regulation requirements and the Medicare Conditions of Participation (42 CFR) related to the Centers for Medicare & Medicaid Services' quality of care measures for Acute Myocardial Infarction, Heart Failure, Pneumonia and Surgical Care Improvement Project (dependant upon selected award topic(s) only). Good standing is defined as no open complaints or unmet conditions of participation related to CMS’s quality of care measures for Acute Myocardial Infarction, Heart Failure, Pneumonia and Surgical Care Improvement Project (dependant upon selected award topic(s) only).

  2. Hospital must not have an unresolved labor dispute of more than 30 days.
