The Centers for Medicare & Medicaid Services (CMS) have chosen/selected specific indicators to measure the quality of care provided to our Nation’s Medicare beneficiaries. These measures focus on specific diagnoses and procedures most frequently seen among the Medicare inpatient and outpatient population such as:
Inpatient Quality Reporting (IQR) Program
Pneumonia (PN)

Outpatient Quality Reporting (OQR) Program

- Surgery
- Imaging Efficiency
Hospitals reimbursed by Medicare under the Inpatient Prospective Payment System (IPPS) and the Outpatient Prospective Payment System (OPPS) that participate in the IQR and/or OQR, must meet data reporting requirements in order to receive the full annual payment update.
Critical access hospitals are encouraged to submit and publicly report data voluntarily. By doing so, all hospitals provide greater transparency to the general public about the state of quality and safety at America’s hospitals as this same data is used by CMS to populate Hospital Compare , a website designed to help consumers choose where to receive care.
As the CMS-designated Quality Improvement Organization for Michigan, MPRO assists hospitals in:
- Abstraction of IQR/OQR data
- Timely and complete submission of IQR/OQR data
- Appeal process for data validation
- QualityNet registration and use of the QualityNet report
To facilitate communication about your hospital’s IQR/OQR data submission or validation, please help us maintain an accurate contact database by completing the Contact Update Form with any changes regarding your hospital CEO, Liaison, or Hospital Quality Improvement Program (HCQIP) contact and/or administrative data such as email address changes.
